目前489关闭了，具体什么时候会重新开启，移民局还没有给出具体通知。 但是对于489 偏于地区担保人加分，要求担保人必须是PR或者Citizen，并且在指定地区（对您来说是阿德）至少呆满2年。  对于申请人，要求满足EOI其他条件，年龄50岁以下，且能过职业评估。

医学职业的评估，需要雅思A类2个7分，2个8分才能通过职业评估的。
489亲属担保DIBP移民局临时关闭了的，估计2014年7月份才能重新开放的。你姐姐有SOL表紧缺移民职业清单中的职业评估，有最低4个6分，有50分，加上你的10分亲属担保加分，如果凑够60分，是有机会获得DIBP的EOI邀请函递签的。 如果她有职业评估，建议考虑190或489州担保加分，凑够60分移民，190州担保和189独立技术移民是PR绿卡的
