请问是不是意思是 澳洲买的东西 但是你再也不带回来了 所以给你退税？ 所以不管你是游客还是居民 只要你去海外 东西不再拿回来 就给你退？
是不是还有不能拆开包装？

只是退10%GST而已，因为从法律意义上说你是不在国内使用，那么就不应该收消费税。
你带回来的话，如果你想告诉海关你的东西是澳洲买的，已经退税过，那么海关还会征收你10%的税款

可以拆开的，不过在给海关查的时候要给他看原包装和东西，还有发票一起
