state bulk water price是指我的水费用超了吗？

local政府的零售(local retailer)收费单价。这两个单价加起来，乘以你的用水量(KL),
是你实际用水的费用。
state bulk water price不是指你水费超了。你用水多少由最上面的usage(KL)决定。
在70kl以内，charge基本单价（就是上面说的那两个单价总和），超过70kl, 这个单价
会增加。

    是的，就算不用水，fix费用也得交。相比实际usage, 那才是大头，悲摧啊～～

固定的费用主要是access fee 和 sewage treatment的费用，，，水不是光进来算钱的。。。主要算的是之后怎么处理
